Typically a loss of  job allows COBRA continuation of health benefits, but often it is too expensive or health issues prevent enrollment in a plan.
   Current state law sets a percentage of applicants aside as uninsurable. Safety net state programs do not offer premium/benefit packages with affordable premiums or are closed to new applicants.
  The second issue that prevents an individual access to health insurance is pre-existing conditions.
  Wherever the health care debate leads us, a positive direction will be reducing premium costs whether it be an employer or individual and assuring coverage for everyone with no pre-existing conditions
exclusion.
